What helps, and in what order

Walk first. Ten or fifteen minutes of ordinary walking after you land does more for heavy legs than anything else, and it starts the fluid moving. This is the one thing worth doing before you do anything else.

Then water and sleep timing. Cabin air is dry and dehydration makes muscle feel worse. Getting your sleep onto local time matters more than getting a lot of it on the first night.
